They should have a stamp on the bulb near one of the sockets.
It should say T5,T8, or T12,,, something to that affect.

You can use them for seedlings and clones.
They can be used for Veg also but, I would use cfl's to supplement.

i'm growing with flourescents
i started with one shoplight (i used 2 40w cool tubes, 6000k for veg)
then got another like a few weeks later
and then two weeks later got a third
i know HIDs would have improved the growth a lot, but they still vegged out nice and squat and looked pretty good for a first grow

and for flowering i've switched out two of the cool tubes for warm 2700k bulbs, and have thrown in 5 23w 2700k cfl's (and will probably get more of those for more side lighting

check out my gallery if you want to see how the plants vegged out, i have a few pictures of them all... i need to get some new ones though cuz they are budding nicely all hairy and crystally....

the cool tubes are a white light and the warm tubes are almost orangish yellowy... those are the two most standard 4ft flouro tubes

yeah they are t12 floros, they will work but if they are used your better off springing for new ones, they loose a lot of output over their life, plus they are cheap
