Anywhere from 100/per plant - as many as you can put together while keeping the conditions suitable for plant growth.

I've read that 150 for the first plant, and an additional 50 for any plant thereafter. But, I prefer to give 100w per plant. Sounds like you already have a good understanding of how to get the most from CFL's.

R u asking about rooting clones or taking them to finish?

You can use any wattage. A single 23w 2700k or 6000k can get a plant where it needs to go. Its not going to give you anything more than an eigth oz though. More wattage = more pottage. Catch my drift?
