For that size, some CFLs may not be a bad idea. They don't put off nearly as much heat. I would however, consider going with a few T-5 lights. Most setups are pretty flexible...i.e. you can chain the tubes and arrange as you see fit. I do discourage CFL flowering.
I've done it, and then HPS. The potency just does not get where it needs to be with the CFLs. They will flower, they will be pretty and lacking seeds...but not as potent. Even if you get a pair of small HPS flood lights (70W) or so, the plants will react differently. Best of luck, and don't be suprised if you find an overwhelming urge to get more area. cheers
