Just a word on the bulbs, I've done a lot of research on CFL grows over that past few days before ultimately deciding on stronger lights. I myself will be experimenting with CFL grows when I can better afford to take the risk of ending up with low weight. But here's what I found out so far......
2700k (kelvin) are better for the flowering stage (2700 kelving on the light spectrum, not 2700 lumens) The range to use is 2700k to 3000k
The proper range for veg is 5000k to 6500k.
If you use one set of bulbs for both flower & veg, you may end up with undesired results (big fluffy buds that weight next to nothing)

The wattage is ok, but if you're not getting the results you desire and you're sure about the placement of your bulbs, then you can go up to 55 watts safely.
One quick word, CFLs have to be placed as close to the plant as possible without touching it. As the plant grows you will have to move the lights, sometimes several times per day. I wouldn't advise using them if your plants will be unattended for long periods of time. And if you're using them and have to go somewhere for the day I'd suggest you leave the CFLs off that day and just use the overhead.
