some say that the amount of watts per square foot is between 40w and 60w. So your numbers will have to be based from actual watts and not what the cfl's are equal too. It should but it wont be nothing big and dense but kinda fluffy likemy grow box has 1 85watt 6500k 4250lumen clf for veg. stage and only 1 23watt 2400k 1350 lumen clf for flowering stage.....will the plant still flower well?

no. you need atleast 150 watts of warm cfl for flowering. I use about 250 watts of cfl per plant in flower myself.
