What territory has more lenient cultivation laws, New South Wales or Queensland?

ACT has the two plant clause. Not legal to grow but if you're caught with two or less then I believe it's just a fine.

Not anymore it doesnt sorry man. Its now only decriminalised for one plant which is still a $100 fine. Anything over 2 plants and/or grown under lights is an automatic court apperance used to be the only state where you could grow 5 and get away with it, not any more!

W.A is the worst,anything over 10grams is a fine and court appearance (I think from memory) kind of bullshit if you ask me especially when in my area I've seen meth addicts get a slap on the wrist and a "talking to" by police officers.

Yeah it is bullshit, pisses me off seeing smack dealers in the city here and the cops dont do anything, have some weed on you and they take you to court..fuckers!

Yep...its a sad day when it is easier to get meth than it is to get weed...
