Clear/White hairs poppin' up...

I have these clearish/white hairs popping up on my 27" plant I'm growing. They are growing in between these areas of leaves and i have about 9-12 pairs approx. Would I be correct in thinking these are female pistols? If so, what can i do to to make her flower faster for maximum yield?

You can't speed up a natural process like flowering, though you can maximize it by creating the best possible growing environment/conditions.

Be patient, grasshopper. Rome wasn't built in a day, and neither was Syracuse.
