Ordering some really good genetics from a seed bank now well into veg would I be able to make cuts and make clones or first what I need to have a mother plant first?
Before taking a cloning cut ask 3 questions --
1. are the genetics what you want?
2. Is it a female?
3. Is it an auto?
If you answer yes, yes, no go ahead and clone.

If you buy clones then you can veg em as bug as you want then flower.
If you want to clone em then veg until big enough to take more clones.
Yes if you want to keep a mother then just keep vegging her
