How warm is it for them? You might have better luck right now if you turned off the heating pad. Heat speeds up certain processes but in excess inhibits them.

some strains root fast, some slow, some not at all. if the temp of the cubes is too high, the plant stems will soften and won't make roots. I'm not a fan of those mat's for rockwool cubes at all. I've lost many seedlings to just a couple of degrees to high with that crap.
all you can do is wait............if it makes you feel better I've had strains take 20 days in an aeroponic cloner.

Heat pads are good in the winter.but depending on your temps right now you probably don't need them all spring and summer.
also I have seen some people leave a cup/container of water with a air stone in the dome with the clones,it helps keep humidity up
most people just spray them once or twice a day
