Do you mean, flower them before they root, or like, after they root? Are you gonna veg them at all? You could flower 1-2 plants (closer to 1) under that much light. But if you're just flower the clones before they even root (idk why you would, but, whatever, that's your business I suppose), you could probably fit, like, idk, a dozen-ish.

why not get a 250w hps light?

would if money wasnt the issue but as of now im broke already have the cfls and ill prob veg just not sure now long any estimate on what yeaild could be if i do everything right

I have never flowered with cfl. If you are currently buying smoke skip some and find a way to get a hps bulb, it will pay for itself your first harvest.

Does a 250 hps need to be ballasted? If not you can't just screw it into a light socket; or can you? they are only like 30 bucks at the depot.
