Could this be spider mites or any other type of bug?

New grower here wondering if this could be spider mites. This was on one of the smaller buds developing from one of the side branches at the top of the branch. I pinched it off and upon doing so I also noticed what looked like possibly a very slight thin web, but I'm not 100% sure that's what it was. All thoughts would be appreciated. Photos attached

Was that webby spot rolled up?
It was webbed like a duck's foot. It was extremely small, about two or three centimeters long. It had one solid white line and through the expanse of the line is spread out 1 cm, as if it was making a cover over something. I quickly pinched the leaf off. Hopefully that solves any issue
 
Indoor ? Outdoor ?

Either way get a broad spectrum pesticide ( broad spectrum covers multiple pests ) - most are ready to spray ( RTU ) like Monteray or capt jacks dead bug brew.

Preventative treatment is a good idea since we are in middle if summer and most bugs are at peak.
 
Also non pesticide items like sticky boards / horticultural sand / etc. can help control pests.

Remember that pests don’t always become fully eradicated but merely “ controlled “. Leaf sucking pests will be the pests you really want to deal with.
Some cannabis strains express terps that help repel pests naturally…. Some are more easily infected.
