Craziest mutation problem on my leaves

Hey guys im having a problem dianosing my marijuana plants. I got horrible curling and twisting on some of my outdoor plants. Im an experience grower got 4 years growing in my valley ever since 2 years ago i been seeing this problem. Not only that i been hearing from neighbors and everyone in this valley saying they are experiencing the same. Idk if its a bug or something the government throwing something in the air. But my nutes, ph, soil, and everything is good but idk its only 7 plants out of my 99. I been trying alot techniques but its hardly showing much effort. But i saw what helped was epson salt. It started to unfold the leaves.btw im growing in california.

Could be? I spray down tho but what does that explain my neighbors and my valley where i grow. Getting the same thing different strains, different growers different pesticide. So idk

I've seen plants do that when accidentally over sprayed with herbicide . Not cannabis however but they also crisp up too. Very weird, but I like the way it looks

virus maybe

Several factors including environmental stresses, viral infection and herbicide damage,
curl virus, for example is transmitted by whiteflies.

see if its grows out of it, I was just reading some plant viruses burn out, just like human ones do, albeit at a much slower rate.

the other side of that coin is, the plants disruption in system processes lead to its death.

Are you sure this area was not sprayed with a noxious weed herbicide or plant growth regulator. I use to work for a company that went out and sprayed certain areas, sometimes in the middle of nowhere. Anyway we would spray growth regulators on the weeds and it caused the leaves to do exactly this. The old growth gets twisted and all new growth stays small and can be curled up also. I'm not saying that is what this is but dammit it looks close.
