Curled and twisted new growth

Hi, I got this problem killing my babies and it's just getting worse.
I suspected Broad or Russet mites but I've looked on underside of leaves with a microscope and can't see any and I've been spraying with eco-neem daily and it's still getting worse. Could it be phytoplasma or tomato mosaic virus.

You got a serious phosphorus and calcium deficiency for starters. The upward curling leave suggest magnesium deficiency as well as not enough evapotranspiration, to humid and or not enough air movement and exchange.

Temps are 18-25degrees. humidity is around 60%. Airflow is good with inlet and extraction fans. I have been growing in exactly same environment with exactly same strain (N.L from 00 seeds) with exactly the same nutrients for years and this problem just came on suddenly. It was also badly affecting a small plant in soil which I was keeping as my mother, so I don't think it's the nutrients. I really think something is attacking them but can't see anything on the leaves even with microscope and neem is not working, thats why I started to thing virus.
 
Look at your roots. If no critters on leaves its soil borne.
You can rid a plants roots of pathogen bacteria, molds critters and help clear viruses. Compost extract, Peroxide boost to water and beneficial microbes for roots. 0-0-0 kelp extract and b vitamins- foliar. Not sure how you would do it. But how Ive done it to fix sick plants.
Does not appear as TMV.

PH is 6.0
I had two plants in soil pots, and 4 plants in hydro, about 2 weeks ago they all started to go down hill, all at about the same time with the same symptoms in the photos. Roots out the bottom of the hydro pots are white (I already run sterile hydro). So whatever is causing it affected the hydro and soil plants at the same time so can probably disregard any of the hydro or soil conditions. That's why I think it could be mites too small to see or a virus.
Just want to know what it is so I can stop it coming back. Only the 2 plants in hydro left now, I killed the two in soil and the worst 2 in hydro.

Can anyone help me identify what could be going wrong here. Starts on lower shaded leaves, especially after switch to 12:12. Indoor Hydro grow in expanded clay. This is typical how it affects the leaves but it spreads and can eventually kill whole branches This is a different plant, but still...

If you are crossing both methods, soil/hydro then I'm going with pythium too. What happened to the plants in that grow? How did you correct that issue because it looks like it's repeating and if you have an infection you won't be successful until you find the source and clean it up.

I assume the issue must be in the water or soil, I'd recommend for pH balancing. Also they look a bit starved for nutrients

Ok, thanks, maybe this pythium problem has come back to bite me again. I didn't recognise it as same thing because it was upper growth this time not lower growth and the roots looked ok.
Last time I got over it with H2O2 as per AL B Fuct, H2O2 50 % strength @ 1ml/L every 3-4 days.
That seemed quite strong to me so I reduced to 0.5ml/L as preventative.
Also, I have been trying to sterilise the expanded clay between grows by boiling in 20L bucket with 1 cup of bleach. Maybe the expanded clay is still infected even after that and I need to throw everything out and start again, wot a fn headace.
