Curling Leaves on New growth

HELP!!!!!!!!!!!!!!!!
Alright I know somebody probably posted on this type of problem already but I am impatient and I figure I will get better results by posting then looking so I can maximize my resources.

These plants have been growing now for 2 weeks. 1 started in dirt and the rest in a homemade bubbler that I was having no success with. I am better with dirt since I am not and educated herbalist.

So what I am asking you experts out there for is to tell me what my problem is with the leaves curling. I think I know why they were growing slowly.

I am using CFL lighting due to costs but I am keeping the lights close and also I have 2 experiments going on at the same time.

I will point it out in the pics. ! is on 24 light and the rest are on 18/6. Plus the 18/6 have an additional light which is a Aquarium/Grow light probably at 2700K, I can't seem to find the light spectrum on all bulbs at the store.

You might overwatering or the size of you cup or pot that the plant is in is too small.
You roots may not be able to get through your soil what type of soil is it?

Check the PH, I had the same problem at the same stage PH has to high, and from the size of your cup only water once a week when you see the soil dry.

i am still having the same prob.I dont check my ph b/c i dont have a tester.i think my soil is descent but it has some small sticks and other big pieces.i also see some small knat type of bugs.so the plants are looking worse every day.If anyone could help me i would appreciate it. Thanks
