see, what i don't understand is, why doesn't obama just sign an executive order? it would take all of 5 min and it would stop the raids instantly. I understand that he wants to reorganize but this seems unnecessarily slow.

that's a good point but it only supports my point. he has a lot of things to deal with so they're going to get a higher priority. He's definitely not going to spend political capital on legalization.
