dead spots on leaves. Thrips?

Hey everyone, I'm doing my first indoor grow and am having an issue with white necrotic spots on some of my leaves. It looks like it might be a bug issue, but I'd like to hear what others think and possible remedies. There also looks like there's kind of a shiny film on some parts of the leaves that are affected in addition to the small white/dead spots.

I'm at the end of week 5 since germination using Fox Farm Ocean Forest soil and fertilizing 2 tsp Big Bloom per gallon of PH adjusted water about every 4 days. Spider Farmer SF-2000 at 80% 24" above canopy, 18/4. 50% RH and about 76 degrees in tent.

Nothing a little spritz of neem oil won’t fix, if it’s bug or fungus related. With regular applications of neem or whatever you can more or less rule out pests then if it were to continue look at other causes.
