yes. its my understanding weeks 1 and 3 are typically best times. but every plant is different

Doesn't seem to be in extreme need of defoliation. Maybe pull a handful if some are blocking bud sites. Don't forget the plant is going to focus on bud formation now and not making new leaves.

Here’s the question maybe obvious ...so the “bud sites” mainly r exposed besides a fan leaf positioning itself towards the light here and there my concern is what’s under the top bud sites I have three to four nodes under them they seem to be growing at a symmetrical rate ..the question is taking the top fan leafs off each site would increase light penetration to that site but would taking the big fan leafs off decrease bud growth seeing how I’m taking away the solar panels ....sorry if that went no where
