Do Dispensaries Sell Seeds?

In CA some do. Price depends on the strain, generally $4-10/seed but most come in packs of 6-10 around me.

Cheaper/faster/easier to grab clones since you can get them for $8-15, they are already 4-6' tall and female for sure.

x2 on easier to buy clones/cuttings and grow from there. im in the anti-seed club cause I suck at growing seedlings. I have 6 seedlings about to succumb to (or are) a horrible death.
