Your top buds are probably ready to cut. Then you can move the lights closer to the smaller ones until they mature. They might even get a lot bigger. If you have a good magnifier or microscope, you can check out the trichomes and make a call based on what you see. I think the rule of thumb is to wait till they all turn cloudy rather than transparent.

hard to tell without pictures. bottom buds will often look smaller and less mature. you'll have fat tops and little popcorn buds lower. there's nothing wrong with that. i think most people just chop the whole thing down when the tops look right. that's what i do. sure you could chop the tops off and see what happens to the lower bud sites, that would be an interesting experiment!

isn't it fun to get have success with your first grow?! i did the same thing, i had autos under CFLs and it actually worked! i was so pumped. good luck!

the cannabis plants pistils, hairs, turn brown once the plant reaches pre peak maturity. Meaning, you should be getting ready to flush if you haven't started already. Once they are %50 brown you are right at the point where it's at it's PEAK potency. You can also tell when you plant is "done" when you look at it in white light or sun light and the fan leafs trichome seems amber/brown. Cop the top part which looks done and let the rest finish

the red hairs can be an indication but most growers look at the trichromes to determine the best day to chop...also if the hairs have receded and the density of the buds

you should consider obtaining at least a 30x loupe/microscope to check the state of your trichromes
