Definately not spider mites, you would see a lot of tiny white dots and the leaves turn very thin and feel like they got the juice sucked out of them (which is what they do).

did you spray the leaves?

i haven't seen major mildew before but it def doesn't look like what i have seen. it looks like residue from whatever has been sprayed on it. not seeing mites (or their damage) my suggestion to you would be pull the worst of the leaves (in case it is a disease) and push hard to finish flowering, i am assumeing that it is under cfl of some sort, no need to chop all the leaves just the really really bad ones. i hope the best for you and happy harvests stay medicated
