Does my plant look healthy

I am at 21 days and my plant has had some minor problems in seedling stages, but i think its fine now... the leaves look a lil sad though, i was wondering if you know the problem for this, and it is not over watering, and nute burn is highly unlikely cause i use very minor amounts about 1/4 the recommended supplement. But do my girls (hopefully) look good?? if not what is wrong and what do i need to do?

Here is some background info. 2 plants under 8 cfl's with 23watts. Using a 1/4 supplement of a 24-8-16. The soil mixture is fox farm ocean forest. the plants are on an 18/6 cycle right now.
