Does Neem oil lower or raise ph in water?

I use fox farm nutes and add them to distilled water 7 ph....and flush and foliar with purified 6.4ph...question: should i mix the neem with my distilled or purified? I could probably use my ph tester but am too baked to experiment right now thanks for the help....

You got Mites? Because if you do not I would not spray neem oil on plants. Neem Oil will clog the Stomata's, slows growth for a minute.
Other than that as long as there is no chlorine in water I just sprayed. I never checked the p.h.
