Does Nute lock mean excessive NPK trapped in the soil?

So I have a large medical garden and my water comes from a well, this is my first grow in this location and i made a rookie mistake and didn't keep an eye on the pH levels. The first 2mo. plants looked AWESOME! now in the 4th month things seem to be taking a turn for the worst. pH is a whopping 8+ cumming from tap, and in pots. (now using pH down for that). So then i finally did a soil test.....OFF THE CHARTS on N P and K, is this normal in locked out soil caused by excessive pH? Sorry no pics. I've started flushing pots but I have 100gal smart pots and a lot of them and was told you need 3x water as pot size. I need serious help my girls are not healthy anymore.

"Nute lock" is when the plant cannot take up the food it needs - even if it's present in the medium.

Reasons could be PH out of range, or could be the ratios of elements are so skewed they lock some of each other out. (Like too much P can lock out Zinc, or how K can increase availability of Iron).
