Does this look like fungus or eggs?

Seedling in some foxfarms happyfrog mixed with foxfarms original potting mix, and some clonex mycorrhizal powder. Also my plants have bugs too small to see with my low resolution phone camera. Maybe root aphids, plan to attack with nematodes now. 50-55ish humidity. in person you can see the white/yellowish stuff made of little balls.
