Your best way to save money is to build it yourself.
It's really not too bad of a job and you can get in on what a lot of people are converting to and use waterfalls in each bucket/tote and eliminate all air pumps and air stones.
Ready to use setups are always a lot of money. But I'd suggest a Current culture H2O if you insist on buying one. I don't know of any one system that included a chiller.
But depending on your setups total gallons/litres volume will determine what you need. Up to like 60-80gallons can be chilled with a 1/10hp chiller. Which is the smallest size available for most brands besides a few 1/15 & 1/20 here and there.
