Economy vs Performance build question veg/flower

I'm planning on pulling the trigger on a 2x4 vegging COB build, however I want to build another bar for my 4x4 flower tent later this year.

Does it make more sense to go with a cheap citizen vegging panel (8x 1212s + meanwell hlg-320h) or to go with a cheap flowering panel later this year?

I guess my question is: which one would you cheap out on, and why?

Cheap on veg and money on flower.takes a fraction of light to veg well compared to flowering well.

What Kelvin were you going to have those veg 1212's in?

'cause imho citizen 1212 can easily do both veg & flower with 3500k or similar

Was thinking about a mix of 4000k and 5000k.

I'll do 3500k for the flower tent though.
