hey gms.. you should try the paper towel method of germinating your seeds.. get a paper towel, fold it into quaters, wet it thouroughly, not soaking, but moist... place seeds in folds, and you can either put towel in an open plastic bag and place bag in the dark, or put it between two plates and put it somewhere where it will be kept warm.
i like the plastic bag method and just put it on top of like a cable box or stereo or dvd player that puts out a nice warm temp.. not hot, but warm.. you want to keep them away from any kind of light..
it usually takes anywhere from 24/72 hours to see the taproot emerge... it is a white tail like thingy that will come out of the seed when it cracks.. when you see the taproot, place seed carefully in your medium, with the taproot pointing down.. you only want to put it about 1/4 to 1/2 below either you soil or in your rockwool or whatever you are using.. no need for lights till you see the seedling coming through the soil, and when you do see it, just put it under your cfl..
hope this helps some.. best of luck...
