Electrician or Not? Install 220V Master Light Controller

I have an autopilot MLC-4, How do I get this badboy to fire up? I watched one video on youtube but didnt get anything from that. Im sure you guys could set me in the right direction.

its pretty simple, but if you don't know, its just best to have an electrician do it.
It shouldn't be that much.
