Guys what should i do, go with low stress , fim, top? Im confused a bit, pack seed 3 weeks old under one cfl, after 2 weeks switch to 2 bulbs, third week 4 bulbs.. so around 2 weeks to flowering im gonna put more light. Q: what fertilizer can get small one to can do the crop, if i was growing bigger obviously ill buy everything...

Buy a grow light. Fertilizer is useless if their is no real light

You need more light, even cheap screw in leds will put out more light than those cfl. Trust me, I went the cfl route, the yields will break your heart

Need more information to recommend any fertilizer. Some places you can't get much of the stuff available. Here in the United States we can get just about anything. Too many times people make a recommendation for one thing or another only to find out that it's unavailable in the country you may be from.
What is that you're growing in? It looks more like a mulch or soil conditioner than a good soil for growing cannabis. That's likely got a low pH and already the plant is showing symptoms of something being off.
And yes! You need more light.

Wouldn’t put much thought into it. If it means nothing.. use miracle grow and get some t5’s 4ft bars 3500k + 5000k and flip them to 12/12. Water every 3 days if in 3 gal pots or bigger til you have run off coming out the bottom. And in like 2 months you will have some bud to trim up and enjoy.

You need to get the most basic fundamentals or training will be pointless. I agree with everyone else, it needs more light to start with. All plants need are heat, light, food and oxygen. If you cannot provide the basics than there is no point in trying to train it.
