Iv tried to use an evap cooler and it very dry here. They def don't do it. I had a 400w going that's it and all the cooler did was add tons of humidity didt really cool at all.

I have both a/c and evap cooler in flowering room, not that expensive one you have in the link, the one I got is a regular side draft cooler.....the cooler has to be place outside to work right.....I also have only an evap cooler for my veg room....veg room is 9'x7' with t5 ho about 400 watt and 200 watt of t8...it stays pretty cool and humid in there in summer....but I have lights out during the hottest part of the day 110 plus in summer here...none the less they do work pretty good if you live in a dry region.....

This is a common issue, you need to make sure you are evacuating the moist air from the grow area and pulling in new dry air, otherwise you won't accomplish any cooling, just humidifiying. The issue this causes is carbon filters don't work terribly well with large amounts of humidity, so you have to get it and try things till you get it dialed in. I know of a grow where it works very well even into the high 90's outside.
I believe you could DIY one of these much cheaper, but i know a lot of people don't have the ability, tools, etc for this to work. So you should look into a "portable" or "shop" evap cooler on wheels. Master Cool makes a great model, but again if you don't properly evacuate the moist air you are just going to fight yourself.

forgot to mention my evap coolers are the smaller type...and yet they work petty good....a bigger type would definitely cool a decent area.........You can get them on craigslist used for cheap......at least here locally you can........another thing I might add is when using coolers you are bringing a lot of air in so you have to have that air go somewhere..I use an inline with filter and exhaust out when the cooler is on......also nice to set them up with a temperature controller......
