I disagree with the humidity part of your post strongly. A fan just moves the air it doesnt dehumidify.I have a small fan running 24/7 in my cfl grow with no problems . Also recently found helps keeping humidity levels lower during lights off.
I can't speak from experience - but I would assume that the fan moves the more humid air of the grow area out of the room and pulls less humid air from out of the area.
