Few Simple Questions From First Time Grower

I'm a new grower, and out of curiosity, I planted a seed in a mug containing outdoor soil from my backyard.

It sprouted on January 21st and as of today is approximately 8 inches tall.

I live on the east coast of the united states, and since january we have had fairly short days for obvious reasons(winter). I have not added any nutrients to the plant, or fresh soil, meaning it has been grown COMPLETELY naturally in its container.

It seems to have developed within the last few days a small bulb at the top resembling the beginning of a smokable bud.

I have 2 questions

1. (Sorry for the size and poor quality (no digital camera, had to use a webcam))
Is this bulb on top the beginning of a smokable bud, or am i mistaken? and also, is it possible that early flowering has been induced because of minimal sunlight

2: Is 8 inches a good height for a month and a half old plant grown in the conditions i have described?(i know its plant abuse, but it's more of an experiment)

Thanks to anyone who took the time to read and reply.

if you keep turning lights on and off in the house... or whatever light is around it... its not gonna flower... its not only feeding off of the sunlight...

thats why when its time for flowering.. people focus on "total" darkness... it might be a bud.. never know... but its probably new growth also

since you're asking about buds but never clarified if its a female makes me think its still growing new growth
