First time grow. Using CFL's please HELP!! :)

Ive done some research and i have the basics down; However, can anyone tell me if my plant looks healthy? From time to time it seems to be droopy and not as green as before. Im using organic soil for now that feeds the plant up to 3 months with no slow release fertilizers. Also when should i transplant and any other info you want to know or can add please let me know. Thankyou

Transplant, water when it gets dry completely and use more lights when it comes to flower. It looks stunted, so first thing i would do is transplant. good luck.

Im going to be adding one more CFL for a total of 150 watts for only 2 plants. I run the light for 24 hours! ( any comments on if thats a good thing or not?) After they reach about 1 foot under desired height they will be under a 150Watt hps combined with the CFLs on the sides of them.
