Those are for businesses and residences that are already in a pricing program. Power companies offer a lot more of those programs to business than to residences. But one example is the poor people programs. You get lower rates but you're limited on your baseline, etc. Either way it won't affect my bill.

Also, you would be surprised at how much power some homes draw. My central air unit alone is 60 amps. SIXTY AMPS. That's six 1000 watt lights. (Actually it's slightly more since a 1k draws about 9 amps) We don't run the central AC.
Edit: it's only cheaper for me if I am enrolled in one of Edisons rate programs, which I am not. I prefer to run during the day because it gives me more time to work in there.
