Flood and drain, DIY Table support.....?

Looking to set up a 2x2' or 3x3' flood and drain at some point.

-Was thinking about either getting ~10 cinder blocks and making three stacks and using those to support the tray.
*Would be easy, cheap, and i assume three columns would be plenty to support the flooded table weight.
*Chance of it getting knocked over in worse case scenario because its just blocks sitting on top of one and other.

-Building a table out of screws and 2x4s.
*More expensive
*Probably more stable in the end

Also would be open to other ideas but generally ive seen one of these.

Would appreciate your feedback!

I have seen videos where the materials have been "scrounged". I am not saying steal them but in my neighborhood there are always large dumpsters near building sites and houses doing work that have 2x4's or other helpful materials if money is an issue. I could do a project like this almost free in my area. Cinder blocks? The ones I have seen have the res under the table and a pump inside the res. The table leans slightly towards one side and a drain is put there. The other side of the table has a fill spout that maintains a certain height of the water during the fill stage and then when the pump is shut off then all the water slowly drains away. There are a ton of these on the net. If you are in Colorado then you might try craigslist for some help on the materials.
