Can you flower marijuana and get good bud potenticy with 40watt flourscent tubes i have 6 of em will i be able to get bud in 6months

yes florescent light will grow very potent bud. You need plenty of them and the right spectrum and good reflectors. Most people use them for starting seedlings and growing clones.

you will need more than 6 tubes unless you start flowering when they are only a couple weeks old.
