G13 Strain sure looks strange

This plant is taking an age to flower, it's been around 10 weeks already. can barely see the trichomes.
Any ideas?
Early on in the flowering process the my ballast broke, so they were in darkness for about 36 hours. would this be enough to stunt the flowering process?

should I just wait and see how it goes?

I ahould add these plants are too tall as well, the top of the plant gets no light

Have you checked for light leaks?
