Germinating now for about 2 weeks still small?

ive started them with the paper towel method and since transplanted them into my rockwool. Ive been soaking them in my half strength nute soulution and have a 400w mh light about 2 1/2 feet above them. ive also got a warming pad underneath them and covered them with some platic to keep the humidity in. should i be letting the roots dry or keep them moist non stop? first grow... im wondering if im doing something wrong since its taking sort of a long time to get some growth going on cant find my camera but theres on thats about 2 inches and the others are less than that.

you are doing a couple things wrong
did you presoak the rockwool first?
and you don't need nutes for the first few weeks, flush all the nutes out and let the plant grow on just water for a week or more,
you don't need plastic for humidity on seedlings, thats for clones. put a little fan near by to dry out the area.
your seedling is probably rooted by now, so you don't need a heating pad unless your room is really cold.

the first week i was soaking them in the rockwool with normal water not ph ballanced just sitting under some little flouro lights and then the second week i moved them to nutes and the pad and the mh bulb should i just wait it out minus the pad and the plastic? they look healthy...
