I was thinking about where I could place my seeds that was warm. The ballast for my hps is the perfect spot! Just don't let any water drip on the ballast!
I am curious why people use this extra step as well. I used to use clones so I have only planted around 15 seeds but I just put them in a starter pot and in a few days they sprout.
Is there some benefit of using the paper towel method instead of just putting the seed straight into the medium?

For the impatient it allows you to see the progress. I would be digging through the soil to see if the seed had sprouted. This way I get to feel special!
Edit: also I'm doing dwc and these seeds are going straight into hydroton. I wanted to know they were sprouted before putting them in.

I would be worried about damaging the tiny root and I imagine thats where people run into problems.
Out of I think 15 seeds I've planted I only had one not sprout so I'll stick with going straight into the dirt. I like to keep things as simple as possible as long as it works.
