giving my plants nutrients

my plants are starting to grow but they're still young, my tallest one is about 3 inches and so far has one full textured leaf set, would giving it nutrients this early be a little over the top, and if not, what type of NPK ratio should i use?

INDOOR: i have 2 double tubed fluorescent 4 foot lights, i'm using miracle gro organic as a medium
and i also have an outdoor patch with the same miracle grow organic
