Grow medium staying dry after compost tea....

I just feed my plants there first compost tea mixed with a seed sprouted tea and aloe vera/ silica. After I feed them all I poked my finger down the soil and I noticed all the soil 1/2 inch under the top of the soil is still dry after I covered the whole pot for about 5 seconds and feed them a quarter gallon of water each. Maybe I should of kept feeding them alittle longer like a half gallon each... When I use normal water it drains quickly but for some reason with these seed sprout and compost teas when I drench the soil it tends to sit on top of the soil for a second then drain... idk if this is as basic as me needing to use more volume of water per pot or I'm not brewing the tea right... I'll post a picture of what my soil looks like... also my plants get super droopy after I've been watering them idk if I'm over watering them or under watering them...
