Grow room ideas for 15 plant set up????

Here in WA I'm allowed to grow 15 plants but not allowed to have more than 24oz dried buds at any one time. I have plenty of space and money for equipment. I want ideas for the buds/yeilds I can get out of 15 plants.

Soil/hydro?
lights?
room size?
ventilation?

I was thinking this:

1 mother
2 clones
6 veg
6 flower
Have the start times stagered so Im pulling 2 plants every 2 weeks

What do you all think about that?

I think you're ambitious! Start with a plant or two and experiement a little till you find what works best for you. Jumping in with both feet can become overwhelming. I use hydro/coco, 1000 watts to flower, veg and clone under T-5's
on my second journaled grow and average almost 2 oz per plant - AK48 and Dutch Passionn Blueberry
