The name of the bulbs mean nothing, what you're looking for is the Kelvin rating. For vegging you DO NOT want to use just a 2700K bulb. 2700K-3000K is the red end of the spectrum and is primarily used for flowering. 6500K is the blue end of the spectrum and is primarily used for vegging.
For mothers and when I'm starting clones, I use 2x14w T5 bulbs, one 3000K and one 6500K. Each bulb puts out 1,350 lumens for 2,700 lumens total.
For vegging I use 3x54w compact T5s, one 3000K and two 6500K. These bad boys put out 4,800 lumens each for a total of 14,400 lumens.
Don't get me wrong, I love using florescent for starting clones, keeping mothers and vegging. I tried flowering with florescent 3 times before I gave it up. I was up to over 400w of florescent using a mix of T5s and T8s and heat was getting out of control. Then I switched to a 250w HPS in an air cooled hood. Temps dropped and my yield went up. This grow (see sig) I've bumped up to a 400w HPS and have still kept my temps under 80 degrees. The cab runs about 5 degrees warmer than the room.
