If you don't know the cfm rating, just tell me if it feels like it pushes a lot of air or not. If you put your hand in front of it, does it just feel like a gentle breeze or a hair dryer? Regardless, it shouldn't be getting that hot in a tent your size with a 400w hps. My tent is smaller, and i have the same light, and never go over 86 -- usually between 78 and 82 with lights on. Where do you measure temps, at the top or the bottom of the tent? If you measure directly below the light, you may get some radiant temp readings, as well. I have a cheap thermometer from a basic hardware store for inside/outside temps that allows me to measure at the top of the tent (heat rises, right) and also at or below canopy level.
I think the deal is you're gonna need a more powerful fan. Where's you get the one you have? how much did it cost? what kind is it? if it's a duct fan or whatever, those won't do the trick. They can help with intake, but for outtake you need a real fan, which is gonna cost around $100.
