Hopefully you have more than one designated 20amp run in there -- once you get the lights, fans, etc. going, and then add heat, you'll be starting to rack up the amps. If the system is anywhere near sealed, you'll probably need to add a dehumidifier which running concurrently with the heat can tax a single breaker.
I'm growing in a "lightly" insulated partitioned garage, but my outside temps are not nearly as cold as yours. I'm heating/cooling/dehumidifying the room -- which is about 13'x13' -- not just the tents. We're having an oddly mild winter, which kind of sucks. Any time the temps outside get into the high 40's or above, I need to run the AC. So I run heat at night/early a.m., the dehumidifier 24/7, and this winter AC in the afternoon/evening. I ran a sub-panel out there with a few 20amp breakers, and all I have is a 2x4 and a 3x3, running a total of just under 800watts of COBs.
My dehumidifier is kind of old and inefficient, it puts off a lot of heat. Normally for a winter grow that's a good thing, but using AC to remove the heat it's creating is expensive. My garage leaks like a sieve, so I don't add CO2, I have no idea how much better it might be if I did though.
The biggest frustration for me with a poorly insulated space is that I don't have a fully automated controller, and every time the weather changes I need to manually adjust my climate. If your winter is dead cold through the whole grow start to finish, then you'll probably get buy with just regulating with heat alone. Like others have said, I'd be building a well insulated room inside the garage, and then put the tent inside that. Once you figure out the ventilation and all, it should be fine. No small challenge, but doable.
