Haaallllppp! Random plant wilting / leaves twisting!

Okay, so out of no where, one of my two plants started wilting, and the leaves started getting twisted and stuff. It is under a 60 watt CFL, which i know it a little low, but it has been getting the job done so far. I have been feeding them Foxfarm's Grow Big (6-4-4) as a supplement. Also, there is some slight browning of the leaves. I have another plant that is under a separate 60 watt CFL, getting the same supplements, and it is twice as big, has bigger leaves, but from what i can see, it is experiencing what looks to be the beginning of wilting as well. I've been mixing in about 3 tbs per 1 gallon of water, a little less than what the directions say.. I noticed on the bottom of the cup that there is what looks to be a little tiny root starting to stick out of the hole, should I go ahead and repot?

Yes re pot now. And water with only water the first time. The soil also looks dry which will cause droopiness. Either way bigger pot and fresh water!
 
Also, quick question, what should I do if the roots are showing thru the holes? What would happen if a few of them broke? I know there is probably a guide on that, but I'm on the road to the store and don't really want to have to navigate the whole forums to find it

i was having very simaler problems and i re poted two days ago, theyre a tad bit better already. my roots were definintly out of space too.
