Has Obama read the CSA, or is he just deflecting the question?

Is the president really as ignorant of the controlled substances act as he seems in this interview? Does he really not know that the assignment of drugs to schedule 1,2, or 3 is a duty delegated to the DEA by the DOJ? With a stroke of the pen, the president could reschedule cannabis or remove it entirely from CSA, effectively ending the federal war on cannabis users. Individual states would still be able to outlaw cannabis but the federal government has no constitutional authority to engage in the war on drugs. Yes, I know that SCOTUS has validated the CSA but that is just one of many unconstitutional abridgments by SCOTUS.

Tapper: You said that smoking pot was a bad habit but you didn't think it was any worse for a person than drinking. Now that contradicts the official Obama administration policy, both on the website of the Office of National Drug Control Policy and also the fact that marijuana is considered a Schedule I narcotic, along with heroin and Ecstasy. Now do you think you were maybe talking just a little too casually about it with Remnick in The New Yorker, or are you considering not making marijuana a Schedule I narcotic?

Obama: Well, first of all, what is and isn't a Schedule I narcotic is a job for Congress.
Tapper: I think it's the DEA that decides that.
Obama: It's not something by ourselves that we start changing. No, there are laws undergirding those determinations.
Tapper: Would you support that move?

Looks like Jake Tapper knows more about the CSA than Obama.
When asked if he would support the move of the DEA in rescheduling cannabis, Obama deliberately dodged the question by filibustering Tapper.

No one is going to convince me that Obama doesn't know he can put a stop to DOJ's war on marijuana, it's all lip service to garner votes.
And there are millions of dolts buying into it.
 
Obama is so out of touch with reality that it is truly breathtaking!

And people thought that Boooosh was dumb and aloof!

And to think that this guy was elected not just once, but twice.

Yikes!
