Has the Kelly decision changed much in california

have the locals and law backed off since? or are they exploiting how vague it was? in particular in the inland empire area as i will soon be moving there.
 
the kelly case was before the California state supreme court and it ruled at the end of janurary that setting plant limits was unconstitutional as it over-rode the voter based laws that didnt specify plant limits. please anyone who knows anything about this help me out. are cops still going by these "guidelines"? are they saying what they want? i have tried to find cases recently since the kelly decision but i havent found to much out so i looking for real life experiences or friends experiences since then. do the cops just turn it over to federal courts for prosecution? i know the kelly decision favored patients by allowing them to have as much as medically necessary, but are the cops still arresting people they think dont suffer or if they think its too much for your condition, i have heard many stories about this and the case being thrown out and people having to sue to get their belongings back. anything would be useful in my quest for knowledge on the subject. thanks ahead of time.
