Hey DB! I'd forget walmart this time of year they probably won't have them in stock. Lowes or Home depot will and this is also a great source for lights. HOWEVER, I'd check where your closest local garden center is an go there. They'll have a ph/soil tester for $10 and a smart staff--which is an invaluable resource. If you have questions for them tell them you're growing tomatoes. While you are there ask them for some foxfarm nutrients: Big bloom and Grow big (use 1/4 strength solution .)

How much space and coin do you have to spend on your lights? For an economical solution I'd go with some fluorescent t8 garage fixtures with 6500k t8 tubes (bulbs). Which will run you around $26-$52 depending how many you buy (one or two fixtures plus $6 for a pack of bulbs). Anyone at home depot can help you find these. I like them for vegging 'cos they are a cool light/blue and you can get them in 6500k (veg) and 2700k (flower). They are easy to mount and plug in and cover a large area:

...You could also go with t5 bulbs (smaller and better) but ready to plug-in fixtures are hard to come by so you'll have to mount them to a board or something and put in a little more elbow grease.

Or you can go with some clamp lamps that support 300w CFLs (for about $10 each) and a couple 300w CFLs (you can find them in the big box in the CFL aisle). For four plants you're going to want 2 at least, maybe 4 and keep them confined so as to avoid light leakage:
