Well holy s#@t bro you most definitely have signs of a viral infection. I have been researching something called TMV (tobacco mosaic virus) which this shares some or the odder symptoms of but i would not go down that road until you test for it (which gets expensive) if you have other plants to spare i would full heartedly recommend it be removed and disposed of properly far away from the grow environment that way nothing else gets contaminated. If you could provide more images that would really help me make a 100% diagnosis.

Seems the top of your plant is trapped in the vortex of the space-time continuum. Happens to me all the time since I grow Space Bomb.
